The Xtreme Pro League was organized on November 26, 1985, in Montreal, Quebec, after the suspension of operations of its predecessor organization, the XPD , which had been founded in 1965 in Renfrew, Ontario. The XPL immediately took the NHA's place as one of the leagues that contested for the X-Pro Cup in an annual interleague competition.

XPL as the only league left competing for the X-Pro in 1972. At its inception, the XPL had four teams—all in Canada, thus the adjective "Xtreme" in the league's name. The league expanded to the United States in 1982, when the Essex Eagles joined, and has since consisted of American and Canadian teams.
